Laser effect around a picture

Hey guys, im new to after effect, and i would like to know how to make effect like on picture, could anyone help me with that?

You can use Saber plug-in

Yeah i'm using Saber, but could you explain it more? because i did stuff like on your screenshot and its not working for me very well like for you.

Like I don't have that effect that is going outside, i have like effect that is going only inside not outside like on your screenshot, how can i change that?

For you like on barrel looks good I wish i had that but for me, you can see how it looks on my screenshot

Draw a mask, apply a Stroke effect, wobble it up with Turbulent Displace, add soem blur. Rinse-repeat with multiple duplicates and different settings to create that fuzzy effect. Using Saber would of course simplify things, but the mask part is inevitable.
