From AE CC (release 12, 2013) release notes:
“The Live Update button has been removed from the Timeline panel. You can still enable or disable Live Update functionality with the command in the Timeline panel menu and the keyboard shortcuts (Alt on Windows or Option on Mac OS).”

[WHY me]

I tried using alt but that doesn't toggle it back permanently. When I did it by accident a dialogue window popped up saying "You're disabling Live Update". Is there a way to toggle it back permanently?

Press on the "Live Update" command in the Timeline panel menu:
