You're going to need some 3D-ish plug-in, though off hand I'm not aware which plug-in suite may currently have a 3D cone thingy. Otherwise using a 3D program e.g. by ways of the included Cinema 4D Lite/ Cineware would be way to go.

Wow one rude comment of new user asking for help towards people that try tu help him.
Guys told you truth - It is impossible to do that inside After Effects without any 3th party semi 3d plugin or by using Cinema 4D Lite that is a part of After Effects.
What plugins you ask? F. eg.
Element 3D
BCC Layer Deformer
Cycore FX
Invigorator Pro
Pro Animator
etc.

I don't know of a native way to do that in After Effects, but AE does come with Cinema 4D Lite and you can put whatever you want onto a cone with it.
