You asked how to do it and we told you.

If you want to learn how to use Cinema 4D Lite that comes as part of your After Effects CC subscription, MAXON (the folks who make Cinema 4D) have an educational site with a course you can watch with a free account! https://www.cineversity.com/vidplaylist/cinema_4d_lite_reference/cinema_4d_lite_reference_series_introduction

Is that more helpful?

You're going to need some 3D-ish plug-in, though off hand I'm not aware which plug-in suite may currently have a 3D cone thingy. Otherwise using a 3D program e.g. by ways of the included Cinema 4D Lite/ Cineware would be way to go.

Wow one rude comment of new user asking for help towards people that try tu help him.

Guys told you truth - It is impossible to do that inside After Effects without any 3th party semi 3d plugin or by using Cinema 4D Lite that is a part of After Effects.
What plugins you ask? F. eg.
Element 3D
BCC Layer Deformer

Cycore FX
Invigorator Pro
Pro Animator
etc.

I don't know of a native way to do that in After Effects, but AE does come with Cinema 4D Lite and you can put whatever you want onto a cone with it.
