Missing effect in after effects

Firstly, i was having issues with a preset that included the transform effect. i then disabled the effect and it is now missing. how do i re install this effect?

Reset the plug-in manager.

Transform is one of AE's native effects, but I wonder if the preset was using an older version(?) that was replaced with the current one.  Pure speculation on my part though.

Try this: Go to Effects > Manage Effects > in the Plug-in Manager > uncheck "Only Show Third-Party Effects" and search for Transform. Make sure it is checked.

I had this problem but with s_shake. I tried this and it still said missing and did not show up. Any suggestions?
