my scale effect is not working on my video

Basically im trying to edit an video for my montage but i cant get my scale effect to work . i think i did everything correctly . i am new to after effects so... idk , pls help

You are looking at the Layer Panel. If you want to see what is going on in the composition, choose the Composition Panel. If you can't get it to come up try resetting or changing your workspaces. 

It also looks to me like you are trying to use After Effects to edit the video. AE is not a video editing app. If all you are doing is scaling up your 30-second video and moving it around in the frame you will be a lot better off using Premiere Pro. 

Spend a little time with the User Guide. AE is tough to learn and it is the wrong tool for editing but the right tool for animation and visual effects. More than 90% of my comps are under 7 seconds and one shot that I can create in an NLE like Premiere Pro.
