Hi....After effects doesnt have CTRL+X to cut a layer or effect and paste ? CTRL+V works,,,, but CTRL+X does nothing. So i went into keyboard shortcuts menu and checked for X key and it doesnt have a CTRL+X variant stored.... so i tried making one..... and it just doesnt accept. Ive created so many custom keyboard shortcuts so im sure i know how to do it.... but its just not allowing me to create a CTRL+X shortcut.... the box stays empty if i press CTRL+X.
How to get CTRL+X functionality when working in Ae ?
It could be something with your system/keyboard settings. Ctrl/Cmnd X, V, and C all work just fine for me and always have. (Cut, Paste, and Copy) All I have to do is select a layer, an effect, a path, or keyframes. You just have to paste to the same kind of asset.

Edit/Keyboard Shortcuts menu.
In the top left corner, you will see Keyboard Layout Preset with a dropdown menu. If it does not say After Effects Default, use the drop-down to select it, and your shortcuts will be reset.

Thanks i reset it to default and just as i suspected....CTRL+X is now available !
But i cant use all my fav keyboard shortcuts i custom created. Since its all in a .txt file can i cut paste into this to merge them?

You will have to use the shortcut editor to change or add more. Just pay attention so that you don't foul up others. You should get a warning if you try and duplicate shortcuts.

FWIW and this might benefit others facing a similar issue. I opened my custom keyboard shortcuts TXT file using notepad and serached for CUT and there it was in that list within nothing inside the brackets.... i just included "Ctrl+X" inside those brackets and saved. Bingo....now all my favourites are back and with the CTRL X working too.
Seems like a bug was preventing to set Ctrl X from the keyboard shortcuts menu editor.
