Path Blur After Effects.

Is there a way to have the same path blur of Photoshop in after effects?

I mean, can I recreate this effect:

That  doesn't seem a radial or a vector blur, because it has many directions and angles.

Do you have any idea?

RevisionFX' SmoothKit plug-in suite has a number of blurs that can be made to vary their kernel size and intensities along paths.
