I tried unticking, or ticking the photoshop sequence option on import. I always use the correct retain layer sizes options etc.

Is there another option to try?

When you say that Photoshop imports as only 4 frames are you referring to a single Photoshop file with it's own timeline animation that you are trying to import or are you talking about AE is importing multiple photoshop files and turning each into a frame?

If you have an animated photoshop timeline you want to import make sure that the duraton of that timeline in photoshop is longer than 4 frames.

If you are having a problem where multiple files in the same folder are imported as frames that is becasue they are being imported as an image sequence (the way you would want to bring in a timelapse sequence). In that case just turn off the photoshop sequence switch.
