Plugins failed to load

I get the following error when I launch the new, freshly installed 23.2.0 version of After Effects:

A full un-install and re-install of After Effects does not fix this issue. Where can I download these directly?

Without any actual system info we can't tell you much. This looks like you are missing a shared library like the MSVC runtimes or a Windows update or the permissions on the files are bored. Therefore downloading the plug-ins separately wouldn't fix anything and it's not possible, anyway. Start by checking the file and folder stuff and consider installing the MSVC runtimes directly from Microsoft.
