PRE COMPOSED CLIPS MOVE WHEN I ENTER MY PROJECT AGAIN

Hi ive had rhis problem for homestly a year ive searched everywhere every place online and not a single person knows or has responded my pre composed clips move when i enter back into my project and when i try move them they go into like a grid lock so i cant align them

Could it be something to do with the frame rate?  Best guess, but looking at the timeline, the second layer is starting at either 22f or 23f, but the first layer is ending sometime after frame 22, but before the halfway mark to frame 24.  So could the frame rate of the main comp be throwing off the placement?

what is the composition frame rate ?

This clips i use cause i edit like series or movies usually are 23.976 frame rate and my comp would be 30 framerate
