Hey all,
For several years I've been exporting .wav reference files from a Premiere Pro timeline filled with markers. I would then bring that reference file into After Effects and quickly create my animation to match the audio. For some reason this is no longer working. It doesn't matter if it's a .mov, .h264, .wav, if I embed metadata, add a sidecar file, import a PP project into AE directly, none of it works anymore. Was this feature removed or do I have something messed up with my settings that I can't seem to figure out? I am on Mojave (happened with High Sierra) and using CC2018 until the 2019 bugs are worked out.

Have you tried copying the clip and pasting it directly into an AE timeline? It works for me.

Copy and paste the clip between the two applications (not the markers... although, that would be amazing to be able to copy and paste markers in the same way we can copy and paste keyframes).
Any markers applied to a clip in PR should be there after pasting to AE. (Of course, they should be there just after applying them in PR).
If the markers are not showing up after you hand the file off to another user, the only workaround that I can think of is to export the markers as text (File > Export > Markers) and deliver that with the clip (not ideal, at least the person your giving the file to has an accurate time index).

That option is greyed out for me (and yes, I am active on the sequence that has the markers. I placed the markers for the animation team so they'd know what's video pad and what's not, and to call out when things are supposed to be on the screen.
I just realized we may be talking about two different things. I'm referring to sequence markers that used to carry over to .wav and .h264 files so when you imported the reference file(s) into AE, the markers were there on the clip that was exported from PP. Clip markers aren't useful in this workflow, not to mention how tedious the process would be.

There's a preference setting that enables this access the Adobe video and audio applications, but you'd have to have disabled it.
There may be something in CC2018 that changed. The other day I was creating markers in Premiere Pro on a clip that was already imported and placed in an After Effects Comp and was expecting the markers to update immediately and they didn't. I had to import the clip into the AE project and replace it in the Comp to get the markers to show up as expected.
This doesn't answer your question, but yes, I've noticed something is a little off with this behavior.

I have the metadata selected correctly in both AE and PP. It started happening suddenly and i don't really know what changed. This was the best way to communicate with animators both on-site and off-site so if someone has an idea as to why and how to fix it, I'd be most appreciative.

Yes, the metadata settings that write the marker data to the file are enabled on both ends.
It was happening on a machine where the application installation is done directly with installers per application rather than the Creative Cloud Desktop at an academic institution. I suspect that that may have something to do with the markers not updating as expected.
The lab techs are aware of the issue, but as far as I am aware have not done any troubleahooting. I only have stabdard user access, so I can’t try much on my own beyond checking preferences.

I think I figured out the bug.
Here's what an offsite post house sees, all of my embedded markers are intact.
Now, are you all ready to have your minds blown? If I create a new comp by clicking on create new composition in the project window and then drag the file onto the new comp, only some of the markers (sometimes none of the markers show up). See below as a reference (yes, this is the same exact file that the post house received).
Now, if I drag the exact same clip onto create new composition all of the markers show up as expected.
What the heck? It seems I've stumbled across some type of bug adobeaftereffects AfterEffects After Effects
Is someone else able to recreate this issue and potential workaround on their system?

For when you add the clip to a new comp and have fewer markers than expected, what happens if you right-click an existing marker and choose "Update Markers form Source (replaces all markers)"?

Hello,
I was having a similar issue with Premiere 15.2 and AE 18.2.1, some markers would get the comments copied over others would just have the empty markers as it happened to you.
After some tests I found a solution that worked for me so sharing it in case it's useful:
In Premiere select all (cmnd+a) footage from the sequence you'll import and go to "Markers" > "Clear All Markers." This didn't delete the sequence markers but the ones in the footage.
After doing this and updating the markers from the layer markers in AE as Warren showed in a screenshot, the markers appeared properly.
