How to make After Effects to show video outside its preview box like in Character Animator?

You cannot.

If your video is larger than your composition, you have to enlarge your composition or scale down your video. The size of the "preview box" is always the same size as the composition.

As martin Say' sit's not possible in AE, you may create some nested composition with the full size you want and a final composition for render
