for Comp 1  ,   go to Menu :  Compositon  -> composition settings

from pixel aspect ration make sure it is set to Pixels

Your comp size is not a standard video frame size and that could cause rendering problems. The only thing standard about the composition is the square pixel aspect ratio.

If you select the PSD file in the Project Panel you will see that the Pixel Aspect Ratio is not square pixels. You could have created the PSD at a standard rectangular pixel frame size and AE will automatically interpret the footage to match a standard non-square pixel frame size.

If you just select the PSD file in the Project panel then use the File/Interpret Footage/Main to open up the File Interpolation panel and set the Pixel aspect ratio to Square Pixels.

There is no bug, this is simply a user error preparing the artwork.
