I kind of get it - I think - but the diagram doesn't tell much about the animation itself or your artwork. I'm not infront of AE right now and cannot look into your project file.

You don't need DUIK, if the snowman is static. If you want him to stand up like a human and dance around, DUIK will help a lot. Especially if your snowman has legs. If it's just 3 snow balls on top of each other, a bit parenting is enough.

None of this requires any expressions. You just need to create a proper parenting hierarchy and of course not try to do everything at once using a single comp/ layer. This could easily be chopped together from multiple pre-comps containing the individual steps. It's all an illusion.

This sounds like you want to rig a character. Don't try it yourself, better spend the time watching a DUIK tutorial. DUIK let your rig and animate characters of all kinds. It's for free. Once your learned how it works, you can rig a character within minutes.

Parenting may work, too. But depending on what happens next, after your snowman has grown, and how intiutive you want to animate the snowman, DUIK might be advantageous.

As a sidenote: once the character is rigged in DUIK, you can always animate the artwork layers independendly from the rig. Usual I used this trick to offset the artwork a bit, when the rig wasn't perfect fitting in all conditions. In your case, you would apply the rig on the final character, then move the controllers to your initial position (legs in the ground) and last, move the artwork of 1,2,3 out of the rig to their inital positions. Then you animate everything back in place.
