Doing some basic green screen editing of a video clip...see attached... have keyed out green via keylight, set the clip black to 15 and clip white to 50 in the Matte view to get the best minimal settings, applied the "chatter" and "green spill", shrunk image by about 1 or 2 pixels, set the, and fiddled with "screen gain" between 103 and 110...can't remove the thin jagged white edge around the image... see 2nd clip

Well, a case of "Don't bother!" You overcranked the values already, but it's not going to fix your issue because the key is not the correct color to begin with. Instead focus on actually just pulling a matte with whatever dirty trick is needed, which in your case begins with a color correctiojn to make the green keying-friendly. You can always re-apply the pre-composed matte later using track matte modes or channel effects.

Mylenium is right on the nose. I do a lot of greenscreen compositing and properly fiddling with the knobs often requires more than just a couple of clicks in the Effects Control Panel. Just for fun I downloaded your unkeyed frame and tried my hand at pulling a decent key. Here's what the workflow and the comps look like.
The first color grade:
I always use the Color workspace and the scopes when I'm setting up a key so I can see what is actually going on in the comp.
Checking the matte:
I also step through the viewing options in Keylight to make sure I am getting the best matte possible.
Almost the final:
Additional color grading is almost always required after you pull a key. With this shot adding a second instance of Keylight was sufficient. Sometimes I use the keyed footage as a track matte, most of the time, there is more than one copy of the original footage in the final composite.
I have had composites like this take up to 10 copies of the original footage and a bunch of different techniques. The footage is pretty good but could have been exposed a little better, but the frame you shared is good enough to get a good key if you work at it a bit.
* One more suggestion. The "Drag & Drop here..." area is buggy and should not be used to share images. Please use the toolbar or just drag your images to the reply field. You can even copy and paste your screenshot to the reply field with most browsers. It is always helpful if we can see the modified properties of your timeline.
If you want to fiddle with the comp I created from your image I have uploaded it. Check the link.
