I'm still using AE 23.3.0, and am finding that if I've reversed footage (Option+Command+R), and put keyframes on the layer, when I easy-ease in, the keyframe is also revesed... so it's easy-ease out. Should be fixed.

Hey Nick,
This is expected behavior. You can reverse the keyframes by selecting them > Right click > Keyframe Assistant > Time-Reverse Keyframes. Let us know if this helps.
Thanks,
Ishan

This has not been my experience in previous versions of AE. Even if I reversed footage, it didn't mean that any new key frames were reversed... for example... Step #1-- reverse footage. Step #2--make a keyframe. Step #3--make keyframe easy ease out... and watch as it automatically makes it easy-ease in. If the keyframe was made first, then the footage was reversed, I would agree with you. But if the footage is reversed first, all new keyframes should be independant of what direction the footage is playing in... all new keyframes moving forward should not be acting in reverse.

Sorry, I think I misunderstood your question in my previous reply. Could you share a screen recording so we can better understand the issue? Including how the graph editor looks after creating the keyframes will also help.
