First, I did find that someone else was having this problem but he/she was linking from PP and had multiple effects applied and the comp frame rate and clip frame rate didn't match. (video of problem at bottom of post)
In my project, I've only got one comp, which was created from the footage. I'm making sure that I'm applying the brush on the layer, not the comp.
I'm double checking my rotobrush frame by frame, and about every few frames it will switch to select the entire frame.
I used the rotobrush while in full resolution, and the subject is contrasty enough that I can't imagine AE having a hard time tracking it.
Just in case it's a GPU thing-a-mabob, here is my computer's set up.

Is there a speedy way to fix this rather than going frame by frame for 15 minutes and re-rotobrushing???

Your screen capture video shows me that the propagation area has not been properly set. If the footage is good there is no need to apply rotobrush strokes to every frame. The tutorials on Rortbrush hosted by Adobe experts show the proper workflow. That is all that is usually necessary.

propagation area... not sure what that is, but thanks for the reference video to the Adobe folks. Because the Lynda et al didn't help. Not sure why.
