Severely washed out colors on export

I've noticed some extreme gamma differences between comps at 1080p and 720p, and any other resolution. In my experience, gamma for videos exported in HD are generally color accurate, but any other resolution (multiples of HD, random numbers) turn out with the same washed out look (see attached).
I say generally as this has been a rather recent event that my colors have been exporting as accurate, and the only way I've been able to replicate the color accuracy of other projects is by simply resizing the resolution of the comp (which is conspicuous to me).
Working Space: Rec709 2.4
Blending using Gamma 1.0
FPS: 23.976
BitDepth: 8/16
Export settings are irrelevent, as outputting to AME as H264 or ProRes4xx gives me the same result as exporting in AE. That being said my output profile is set to my working space (709) and I am not converting to Linear Light.
I'm aware of Quicktime's tendency to desaturate colors (especially reds), and I've done extensive tests with data levels, working colorspaces, bit depths, etc. but nothing is resolving my issue besides changing the resolution to 1920x1080 or 1280x720.
