You can use a custom shatter map and that should give to a smoother outcome (depending on the resolution of course

As the Cactus already said, a custom map is way to go. Find yourself a good stock art of a jigsaw puzzle, colorize every piece differently and then import it into AE, add it to the timeline and assign it as a custom map in the effect.
