Similar "Light Rays" Effect in AE?

Hello,

My boss and I are in the process of (possibly) switching from Hitfilm Pro to After Effects for our motion graphic work. However, we were wondering if there was a similar effect of HitFilm's "Light Rays" in AE. I have included a video (below) displaying the effect on text (its main use case for us) along with its properties. If there is not something that is included in AE, is there a preset online for us to use? Is this a preset that I could create on my own? If it is something that we could create, would someone please point me in the right direction?

CC Lightburst plus evevery third-party plug-in suite you can think of - from Trapcode Shine to Sapphire Rays. Bog standard stuff.
