I am looking to create a 1920 x 1080 sized video in a 30 sec as well as a 60 sec composite. Do I do this prior to importing the assets OR is this something that gets set while exporting?

You should definitely set this up before you start. You can change it later but it’s much easier for you if you start as you want to finish.
id suggest creating a 1920x1080 comp that’s 60 seconds long. Do whatever you need to do to this. Then if you need a 30 second version, go to the Project panel, duplicate the comp and rename it. Open the duplicated comp, select the 30 second “chunk” that you need using the Work Area bar. Then right-click on the Work Area bar and choose “Trim Comp to

If the 30s is the same content as the 60s just trimmed down, then do all your work in the 60s, and then drag that comp into a new comp that's 30 sec and your changes will update in both. If they're different then yea you'll want 2 different comps.

You can set up size and duration whenever you want.
I'll usual create a new comp and set it up before importing anything. But if I have to change something later, it's just CRTL+K to open the comp settings and make the changes.

If you are asking that question I strongly suggest that you start with some basics. You can't really get anywhere using AE if you don't have a fundamental understanding of the principals and the UI. Please start with the user guide and spend a couple of hours learning the basics. You'll save more time than you spend doing the homework required to figure out how to get started with After Effects.
