SplitSilentAudio: ScriptUI panel to automatically cut a layer to phases of silence and non-silence

I have created a small script that can be installed as a ScriptUI panel to automatically cut a layer into phases of silence and phases of non-silence.

I am using this in the post processing of my lectures.
