Is there a way in AG to Track movement (i.e. someones head, body) so the camera stays focused on the object while the background moves?

you can stabilize the shot instead of match moving it. depends entirely on the shot how the most efficient way is to pull it off either manually, or you can use ae's native tracker and choose stabilize motion, or you could use mocha ae or even warp stabilizer vfx in some cases. if you show us the shot we can be more specific.

I agree, MochaAE is the best solution and gives you the most control over how it stabilises. Warp stabiliser can be a bit too fiddly to control but can work depending on the shot. Each shot is different so some trial and error is always involved 🙂

Will this enable my subject, in this case to remain dead center of the shot while the background moves? It's hard to describe specifically what I'm aiming for in this request. Some of the shot of my subject (a person) moves a little off center and I'm trying to stabilize the shot so that he remains directly in the middle.
Thanks

yes.
see here how to stabilize with mocha
from 01:5 1 - 04:15. You can use transform export and choose the footage layer as the target. For your purpose you don’t need cc power pin.
