I'm having the same issue.  Did not update to AE 2020 yet but I'm getting this error...  I think another software update decided to delete AME 2019

Versions must match. Catalina is not fully supported on a Mac for anything before 2020.

It is all in the documentation.

Adobe video and audio applications and Catalina | macOS 10.15

The warning is a little hidden in the help files, but it is there. The earliest AE supported in Catalina is v17 or AE 2020. 

 

I would guess that there are a lot of 3rd party effects and even scripts that are not going to work in Catalina until they are updated. Like I said, one 32-bit piece of code anywhere in any part of an app will make it incompatible with Catalina. Apple published warnings. Adobe published warnings. Don't blame Adobe for the problem. It's a huge amount of work to go through an app as complex as AE. 

 

Your only option is to use 2020 AE and hope your 3rd party effects still work or downgrade your OS.
