Any idea how to animate a "wireframe" waveform in AE  tied to the audio file?

You can get close by experimenting with some of AE's displacement effects. One of your sample images for reference and a couple of copies of a layer with slightly different settings for Grid, Grow Bounds, CC Scaterize, and Turbulent displace combined with a blend mode. This took about 2 minutes.Distortion FX.png

To more closely duplicate that exact look you'll need the Trapcode Suite from Red Giant. 3D stroke won't do it very easily but Red Giant Trapcode Tao would be the right tool for the job. 

 

The last step is to use the Keyframe Assistant/Audio to Keyframes tool from the Animation menu to generate some audio data and then tie that data to one or more of the displacement controls by using the appropriate linear(t, tMin, tMax, value1, value2) expression.
