Help!
I am trying to complete a GIF for a website markerting banner on a website. 970x250px
I rendered out the GIF using Adobe Media Encoder after creating the GIF in After Effects and it produces this glitching background when the neon sign flashes up!
I also created the same GIF using Photoshop to see if it rendered out in a better quality, this was better but still not as good as I would like it/the client would like it.
How can I export a GIF with a background that doesnt move/flicker/glitch?? (top right hand corner)

That's called banding. You would need to up the bitrate to attempt to get rid of that. It will increase the size of the gif substantially.

It will never look clean. Your image has way to many colors/ gradations and they simply cannot be accommodated in a GIF's limited platte of a maximum 256 colors. You need to understand the limitations of the format. this has nothing to do with AE or for that matter PS. You need to think of a more suitable design for your banner.
