You tie the wiggle amplitude to an expression slider and animate the intensity. A simple web search can give you millions of tutorials on such stuff, including the old one from Video CoPilot where this is explained in all the detail. Other than that you can of course always keyframe things conventionally. Given the nature of your video it seems you are unnecessarily complicating matters. I would also strongly urge that you actually read the help on basics.
