Win10 After Effects 2018 wont launch, but runs as a background process

There are days (yes this is true) where I can not launch After Effects CC 2018 on my Windows 10 machine. I click the app icon, pointer turns into little sandclock, and then nothing happens. AE Window will not open. When I check the task manager, After Effects CC 2018 is there running under "background processes".

The next day everything can be back to normal.

If After Effects launches as a background process, the command line control may be useful. Please try "aerender.exe -v". It shows the background process. It gives you a hint of the errors.

this just outputs the aerender version.

I managed to start AE once while pressing ctrl alt + shift to clear the prefs.

Not its not even starting up with ctrl alt shift
