That stuff is simply drawn in Photoshop or Illustrator using a freeze frame of the video as reference. Aside from the animated callouts popping up this has zero to do with AE. it simply requires an understanding of conventional perspective drawing.

First, you have to choose between becoming a really good digital artist or investing the time and money into 3rd party drawing tools that will help you bend stock images into the shapes you need to match the video. The examples in your video look like they are drawn by hand. You would start by exporting a frame of the video as a Phosotohop file in After Effects, then either drawing the overlay in Photoshop or placing the Photoshop file in an Illustrator document to complete the illustration.
You could also save the image and add it to an iPad or other tablet and use any number of drawing tools like Procreate or Adobe Fresco. I find sketching on an iPad to be a very effective way to create similar artwork.
You could even use Boris FX | Mocha Pro or Lockdown for After Effects to create a mesh that moves with the body, but even with those 3rd party tools, you'll need great artwork to start with.
