I'm trying to apply a texture of a paint-brush style to make the graphics look as if they were hand drawn.
However, I want that texture to move/be jaggy, but if I take one image as a texture on top of all of the layers and move it - it doesn't look realistic.
I probably need to apply a similar effect to each layer separately. Is there any effect that does that? Or can I only do it by using a texture on top of each layer separately?
Hi. I vaguely remember I did this once using an animated Roughen Edges effect on the image of a texture on top (or perhaps it was on a matte?). The idea might get you started?

Depends on what you mean by "paint-brush style". It's not like therte would be only one artistic style out there. A thick heavy oil painting van Gogh style surely is different from a pointilist painting... Generally you won't find simple answers here, though. Most of the time it means isolating different areas and treating them differently with effects and to boot, you usually will require more than just one effect. From building elaborate hatching textures with noise and displacment filters to using particles as paint daubs anything can be required. Jiggling up lines with roughen edges can be a start, but even that only looks good when used in moderation. Really depends. Perhaps you can provide some preview images of your work and the style you want to emulate, so people could advise more specifically.

I ended up using the texture effect while applying roughen edges to the texture layer as Towerguy​ suggested, using "photocopy color" typ, while animating the random seed of the evolution option in the roughen edges effect
