I would like to control the intensity of the “Bad TV” effect. It actually consists of 5 effects (Wave Warp, Box Blur, Color Balance, Noise and Venetian Blinds). There’s no slider that would change the amount of distortion generated. Is there some technique that would allow to keyframe the amount of distortion?

You would have to keyframe the individual effect parameters, which of course may require lots of tweaking due to how parameters interact. Other than that you can always find alternatives on AEScripts.com or the respective plug-ins in suites like Sapphire or Boris FX. They just don't come for free liek the standard presets.

Select the layer, press 'uu' to reveal all modified properties, start tweaking the values. If there are expressions then you may need to modify the expressions. Bad TV has 3 simple expressions. Changing the expression for Wave Height so the number gets a lot bigger will increase the distortion.
