AE can of course perform basic edits in the Footage Panel, prior to inserting/overlaying the footage into the Timeline but it's a huge hassle having to load to RAM, the frames for playback. If I need to finesse in/out points then it's PPro for me. Copying clip(s) from PPro to AE has never failed me.
BTW, to the original poster, once you've committed to in-out points in the Footage Panel, the Footage in the Project Panel inherits these cuts. Hence, you do not need to load the footage into the Footage Panel again; you can simply drag them directly from the Project Panel into a Timeline and the in-out points you placed earlier will be adhered to.
