Scribble or animation?

I want to animated pre recorded mp4 video. For example if there is some bird video and i want to make 2D hands (moving) for that bird. I heard about scribble effect and i used it as well but the accuracy was not good for above mentioned video. Is there any special effect for this or any tips to improve my scribble effect skills. Thank you
