Issues with Blur Effects and Turbulent Displace

I noticed today that when using a Gaussian Blur effect (and most of the other blurs) with Repeat Edge Pixels disabled combined with a Turbulent Displace effect in version 25.4, the blur seems to cause the bounds of the layer to shift towards the top left. It doesn't seem to matter what the Turbulent Displace settings are either, but it only happens when both effects are applied. I also reinstalled the latest version of 24 to test as I've never seen this happen before, and I wasn't able to recreate the issue there.

Other users were able to confirm that they could recreate it on their end as well. I've attached a couple screenshots and a quick demo video showing the problem.
