CC Library storage issue

For the last month or so I keep getting a message that my library storage is full and therefore not syncing.

I have only used 1.9GB of my 1TB storage so this is not accurate. I started by deleting some old files out of my libaries and then permanently deleting those items from the delete folder. But I'm still having issues.
