Does photoshop touch cost money, when I'm a crative cloud member :-o ?

In the downlaod center i get the following message:

"Welcome to the Download Center!

Find all of the Adobe desktop applications, services and touch apps that are part of your Creative Cloud membership."

In the download center i find Adobe photoshop touch, but when I try to download it on my ipad or iphone it cost money? Does it cost money when I have Creative Cloud?
