I cannot activate my copy of Adobe CS3. I have a volume license and Activation fails? What can I do to get adobe CS3 activated?

So, I've got a license key that won't activate my creative suite apps. So far 3 techs have told me to uninstall the software from old pc's and I'd be able to install the software on the new pc, though I've done this, the installation still won't activate on the new PC

Hi Sharih19429267,

Since your CS3 is a volume license, did you download the installation media via the Licensing Website: Adobe Worldwide Licensing‌? Your volume license will only work to activate the volume version of CS3. It will not work for the retail version because the installer is different.

I have the same problem trying to initially activate CS3 (with a valid serial number) on PC running Windows 7 Pro. Tried running Dreamweaver in compatibility mode with Windows XP (S.P. 2) acting as the operating system, but I still get NO CONNECTION however I try to activate it. I know this doesn't help anyone, but it vents some of my frustration.
