I pay for photoshop cc but it's not showing in my list of available downloads

I pay the monthly $9.99 fee for Photoshop CC and Lightroom CC. My computer crashed and the place that fixed it put in a new hard drive so i need to download photoshop and lightroom again. When i pull up my account it says that i don't have access to those programs.

Log-in to your Adobe Account with your paid ID and password to confirm your subscription is what you think it is.
