I had tried the direct links.
Version 13 and 14 would not download the full file.
Version 12 downloaded the full file, but is not the version I purchased.
Had a chat session with Adobe Support and they "tried everything they could" and stated that the issue needed to be escalated to their manager.
Since I had to get some pictures edited for a project, I just requested a credit for the order and purchased the software on disk.
The disk version installed without a hitch and works fine.
