Creative Cloud Desktop app may display one of the following symptoms:

  • The Apps tab is missing
  • The Apps tab displays the message: "You don't have access to manage apps."

If the Apps tab in the Creative Cloud desktop app on your computer is disabled, use one of the following methods to enable it:

  • Some organizations control the apps you can install and therefore disable the Apps tab in the Creative Cloud desktop app. If you've received your Adobe plan from a school or organization, contact the IT Admin at your school or organization.
  • If you have an individual subscription plan, follow the steps on this page under 'Individual Plan users'

If you're the IT Admin at a school or organization, your can either:

This did the trick for me:

1. Locate the ServiceConfig.xml file:
Windows: C:\Program Files (x86)\Common Files\Adobe\OOBE\Configs\ServiceConfig.xml
Mac OS: /Library/Application Support/Adobe/OOBE/Configs/ServiceConfig.xml

2. Move/Copy the file to the Desktop

3. Open the ServiceConfig.xml using Text Edit for mac or Notepad for Windows.

4. Replace wherever you find "false" with "true" and make the change permanent by saving the file.

5. Move this file to the same location where you copied it from and replace the original file.
Windows: C:\Program Files (x86)\Common Files\Adobe\OOBE\Configs\ServiceConfig.xml
Mac OS: /Library/Application Support/Adobe/OOBE/Configs/ServiceConfig.xml

6. Reboot the computer

7. Launch the Creative Cloud Desktop Application to find the Apps panel.

got this from this link but repeated here in case it goes bad:

Hi,

I work for a company who gave me access to use Creative Cloud. However, when I downloaded Creative Cloud and all the apps it still says: "you don't have access to manage apps". Does anybody know what I should do to get access?

Thanks!

Solution:
Windows
Exit the Creative Cloud application.
Open File Explorer and navigate to C:\Program Files (x86)\Common Files\Adobe\OOBE\Configs.
Move the ServiceConfig file to the desktop and confirm Administrator privileges if prompted.
Right-click the file and open with Notepad.
Change the following value:
<name>AppsPanel</name><visible>false</visible>
to

<name>AppsPanel</name><visible>true</visible>
Save and close the file
Move the file back to the folder it was in (C:\Program Files (x86)\Common Files\Adobe\OOBE\Configs) and confirm Administrator privileges if prompted.
Restart the computer

Hi Gabriel,

I have reviewed your Adobe ID (email) and found that you too have a Creative Cloud Individual subscription.

Please try the steps shared for individual users here https://helpx.adobe.com/enterprise/kb/apps-tab-disabled.html#individual-plan-users to resolve this issue.

Hope this helps.

I went to the XD page of adobe.com and clicked 'Start for Free' button to download Adobe XD. Then I signed in with my google account to proceed. It's showing I need to download 'Creative Cloud' Desktop App so I did. But when I open 'Creative Cloud' , it's showing 'You don't have access to manage Apps'.

I contacted the online customer service and the reply is: because XD is a free software, it's out of their service scope. They suggested I go to the forum to find the answer. I searched the forum here and found a similar topic, the solution replied was to contact the online customer service....So basiclly this is a deadlock. What else I could do to get this resolved?

Hello,
Greetings from Adobe. Seems like there is a setting applied on the machine to disable the apps panel. You may try the below steps:
Solution 1:
1. Sign out and close All Adobe applications.
2. Remove Serviceconfig.xml file from below locations:
Windows
\Program Files (x86)\Common Files\Adobe\OOBE\Configs\
Mac
MAC HD/Library/Application Support/Adobe/OOBE/Configs/
3. Open the Creative cloud again and check.
Solution 2:
1. Sign out and close all Adobe applications.
2. Download and install the package using the below link.

CCDA_Win

CCDA_MAC
3. Once done, sign in and check if you can see the apps panel.
If you face any issues with any of the steps mentioned above, it may be because some of the Adobe processes still running at the backend. Check Task Manager on Windows and Activity monitor on MAC and close all Adobe processes.
Thanks,
Nikhil Gupta

You don't seem to have access to the Adobe Admin Console. If you think you should, please contact your system administrator.

Assuming you are indeed an administrator of an Admin Console, please check in an incognito browser window (or private browsing session, depending on the type of browser you're using) whether you see the same error. If not, please clear your cache, and if it's still not resolved please clear your cookies, which should restore your ability to access the Admin Console.

I would like to install the XD using the Creative Cloud app. I am signed in to the app with my personal adobe account NOT a business or enterprise account, yet I have been unable to access the Manage Apps tab; I am only getting a message 'You don't have permission. Contact your IT administrator.' - I don't have any IT admin. Any idea how can i fix it and downlad XD?

What type of computer, Mac or Windows?

On my CC app I don't have a Manage Apps tab. I do have an Apps tab.

The Default install location is either C:\Program File (Windows) or Macintosh HD/Applications. Mkae sure your user name account has Read & Write permissions to that folder.

Also make sure you are signed in to the CC app with the same Adobe ID you used to purchase the subscription plan with.

My profile shows that I have access to the apps I need, but when I try to download them through the cloud app, it says I don't have permission. I am an administrator on my computer so that is not the issue.

Are you an individual, Team or Enterprise account holder?

Are you signed-in to CC Desktop App with your proper Adobe ID and password?  If you have more than one account, click your Avatar and click Sign-Out.  Wait a minute or 2 and then sign-in with your other user ID.  account.

Yaseryk, this error often occurs when the Creative Cloud Admin or the I.T. admin have disabled the ability to update the applications.  What type of Creative Cloud membership are you using?  Are you installing on a computer, and network, that you personally own and maintain?

I've worked with my Admin team and they show that I have all the correct permissions.  Everything works fine on the PC but my Mac still gives me the error message "You don't have access to manage apps".  Also, the checking for updates just spins and spins.  I've deleted all old instances and used the Creative cloud cleaner but still get the error message.

Where does this error display? Could you post a screenshot that'll help us figure out where the problem occurs and then someone can help resolve it.
