There is an Arabic version of InDesign, known as the "ME" (Middle Eastern) version. You can read how to download here: https://helpx.adobe.com/indesign/kb/access-install-hebrew-arabic-indesign-illustrator-CC.html

Ou have acces to the Arabic version. Do fillowing:

1. Go to the CC application
2. Go to Preferences
3. Go to Applications
4. Scroll down until you see installation langurage
5. Change from your language to English Arabic enabled
6. Install all applications you need in Arabic
7. If you need the former UI interface, change to your main language
8. Run your programs.
