Two columns or two text frames side by side.
Paragraph style for the heading and one for the bullets.
That's really all there is to it. If you need details, let us know.

You can go that route if you'd like but I would create two text frames side by side.

Table is a different beast.
The decision if you use:
- One TextFrame with two columns / two linked TextFrames,
or
- Two separate TextFrames
depends on how texts are related - if you just want the same text to continue visually side-by-side - or if you want two unrelated texts to look "nicely" / "synchronised".

It depends on whether these are one-page, standalone pairings or something that needs to flow (or at least repeat) page after page. It also depends on whether you have one text flow (the A column stuff, followed by the B column stuff in the same flow) or two separate text flows. The options (to summarize) are:
- A two-column table. Can use rows/cells or not to align the material.
- Two text frames aligned side by side. Will work with either one-flow or two-flow text.
- A single text frame with two columns. Will work best with one-flow text.
Each has advantages and drawbacks, especially if you need the content to flow over multiple, or many, pages.

Ah, no, sorry. They are separate text frames. So the left side shouldn’t flow over into the right one. Basically, my setup will be: on one side, we list out positive things, and on the other side, negative things. So they shouldn’t mix. Hope this makes sense!

You must extend the text frame over thesepages. They must be on the same spread.

This is the setup 2 text frames inside the main one. This is only a rough exmaples, but i cant figure out how to make it extent to the next page when there is a lot of thext. Currently i nee to naunualy adjust it and then it just goes over the page.

@Willi Adelberger Ich bin ziemlich neu in InDesign und war der Meinung, dass es so gemacht werden muss. Wie mache ich das am besten? Wird das auch in meinem Fall funktionieren, da der Text links und rechts nicht miteinander verbunden sind? Also, die linke Seite soll nicht in die rechte Seite überlaufen.

Der Text sollte wohl verbunden sein und alles, auch der Text vorher und nachherm sollten in einem Textrahmen sein.
Wenn ein Spaltenwechsel notwendig ist, dann über das Absatzformat > Umbruchoptionen. Wenn jedoch eine bestimmte Parallelität notwendig ist, dann verwende statt der Textspalten Tabellenspalten.

If you're talking about extending "yellow" columns into the next page - you are in big trouble...
You can't do what @Willi Adelberger suggested - you can't span text in the middle of the Story - and then continue the same piece text on the next page - if there is / should be another kind of text in the middle.
Also, you can't use Anchored / InLined TextFrames - it's not possible to thread them...
Looks like, you'll have to do A LOT of manual work...
