File Could Not Be Found - My photo album unsyncs and I have to download all the photos again

I keep running into the same issue and it is extremely frustrating.  I know there has to be a simple fix but I can't find the right steps.  I am editing a catalog from an album that is saved to my desktop.  The photos are all saved to my hard drive.  When I'm in the middle of editing a notice will pop up stating "File could not be found".  Then the album on my desktop suddenly shows that I need to download the album from iCloud again.  Once they are downloaded I am able to continue editing.  Then 15 mintunes later it will do the exact same thing.  EXTREMELY frustrating when you are in the middle of editing a large catalog with a time constraint.  I have tried to stop my photos from uploading to iCloud but it still does it.  I'm not sure if I'm changing the correct settings as there are so many for iCloud.  I also try editing with my wifi turned off so it won't upload but it doesn't help.  Why is this happening and what do I need to do to fix this?

Another hunch, do you have Lightroom (desktop / cloud based) installed on your computer?

You may be working with that app and not Lightroom Classic?

Please provide some additional info about exactly what you are doing. When you do editing in LrC you have to select image files from a Folder or Collections from within lightroom. The LrC Catalog is a file that store data there are no image files there, in addition there are no Albums in LrC.

I am confused by your statement “ I am editing a catalog from an album that is saved to my desktop.  The photos are all saved to my hard drive.“

Let me rephrase and I'll go step by step.

I created a new catalog and saved the files to a new folder on my desktop.
I imported photos from an sd card and selected "Copy photos to a new
location and add to catalog" with the location saved as
"users/myprofile/desktop/newalbumname".

After about 20 minutes or so, the photos will all unsync and an error
message will pop up on all the photos that says "file could not be found,"
I open the folder on my desktop and it now shows that the photos in in the
cloud in need to be downloaded. Once I download all the photos again I can
continue to edit.

But it just keeps doing it over and over again.
