after upgrading to the latest High Sierra (10.13.3) I cannot open an image into a new layer in Photoshop CC. The new image makes a background copy. I've been using PS for many years and have never had this problem.

After upgrading to the latest High Sierra (10.13.3) I cannot open an image into a new layer in Photoshop CC. The new image makes a background copy. I've been using PS for many years and have never had this problem. VERY frustrating!
