Brush is showing as transparent but opacity is set to 100%

I have created a custom brush with custom blending options however when I go to apply it to another file is shows up halfway transparent despite (to the best of my knowledge) all of my settings being set to 100% opacity. This includes the layer it is set on, the blending mode/options, the flow, and the brush opacity. Does anyone have any solutions on this?
