Color wheel is not responding to the color I pick from eyedropper tool

Really not sure if this is a bug or not, usually when I use the eyedropper tool the color I pick shows up in the colorwheel, currently, the colorwheel is stuck on one color and it doesn't change when use the eyedropper. As you can see in the photo it's not responding to the color I pick. 

I have double checked Sample is on all layers,  and tried uninstall & re_install, restore default workspaces, reset all warning dialogs, reset preferences on quit, and still not fixing the problem. Please Help!!
