expand layer panel every time I open photoshop

Is this a bug or a feature?
Since the most recent update PS is not remembering my layout. I have to expand the layers pallette every time I open PS, and its driving me slightly loopy.

I have tried creating a new workspace and the option in prefs is off...

I used to be excited for new releases of PS, now there's usually a bunch of dumbing down features I have to roll back, and stupid annoyances like this.  Any idea how to fix this one?
