Photoshop layer Says it is Locked but It Still Moves?!?!?!?

Hi guys I have a really really really weird bug. I have a layer that is locked. Has the Padlock next to it. I even locked and unlocked a million times. For some reason when I auto select a layer beneath it, it still selects the locked layer and moves it around.

The strangest part is I will select the layer enssure it is selected and then try to copy it with alt click and it just selects the LOCKED layer above it. 

Attached is an example of the issue. I am legit at a loss for this one, but somehow also not surprised lol.

    Let's make sure we're in a default state and there are no stale settings somewhere:

    Does it work correctly? 

    If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

     

     

    It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
