Photoshop wont start after being closed without restart

Weird....ever since updating to photoshop 2023, if I close the app and then try to restart it, it won't open again without restarting my computer. Any ideas?

So after many hours spent with adobe trying to fix the issue, the elevated tech thought that there was a conflict somewhere. I ended up reinstalling windows and all my programs. Works great now!!! I mentioned to him that its a shame Adobe doesn't have any tools to see when are where the conflict occurs.

Thank you for your sysinfo. Have you tried to disable the third party plugin Filter Forge or check with the creator to see if there is an update or issue on their end?

I tried to respond to you a few times but it's getting marked as spam when I include the system info. 

 

The restoring prefernces worked in that it rebuilt the folder but had no effect on helping me restart photoshop.

 

Any idea how i can send the sytem info without it getting marked as spam?

Hi @sdepace sorry to hear this.

 

Let's make sure we're in a default state and there are no stale settings somewhere: 

Restore your preferences using this manual method:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

 

 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

I have also disabled using my GPU in the photoshop preferences and no change. Frustrating!!

I have also updated my video driver which didn't work. I then restarted in safe mode, and it worked normally.

Yes I have done that. An update though, i walked away from my computer for about ten minutes and when I returned Photoshop was open. I closed it again and tried to reopen and the same thing happens.

Kill all Photoshop instances (if any) in section Background processes.

Yes I have seen that in the task manager, but in my case after I end the process, each time I try to open the program, I get multiple new instances and it doesn't open.

I have noticed few times that Photoshop is closed but still running in Task Manager. If that is the case just right click and choose End task without restarting computer. I do not know what exactly is causing process to run in the background after closing app.
