Unable to download/install Photoshop Neural Filters

I did a fresh install of Photoshop 23.0.2 (not an update) on my Windows 10 Pro ver. 21H2 PC recently.

 

However, when I tried to download the Neural Filters, the download started, but then shortly thereafter it stated that the filters were unavailable.

 

I checked the location of my TEMP & TMP files via Control Panel and both show as residing on the C:\user\... path, which is the same drive where my OS and Photoshop are located.

 

Can you please help with this problem?

 

Thanks in advance for any advice.

 

My hardware: Intel i9-11900K CPU; RTX 2080 Ti GPU; 32GB DDR4 RAM, C: 1TB Samsung 970 Pro NVMe SSD; 2 x 6TB WD Black Caviar HDDs.

I like the Neural Filters... but I still feel they are in their infancy.  Just like when Content Aware Fill first came out, it was not perfect.  A few years later and Content Aware Fill is super awesome and amazing.  I think the Neural Filters will come into their own and be amazing too.

 

Is there any specific one that you want to experiment with?  Curious.... 🙂

I don't know how, and I don't know why, but today I tried to download the Neural Filters again just for the hell of it... and I was able to download them! The only thing I did prior to the download was that I changed the option at the bottom right of the Neural Filter interface from create effect on new layer to create effect on the same layer. I did notice that after the filter downloads commenced, that option reset itself to "New Layer". Whether that change solved the problem or not, I have no idea. I'm just gald that I was able to download the filters.

 

Problem solved.
